Meet the Hoosier Energy Economic Development Staff

Mike Rampley
Mike Rampley, Senior Vice President of Marketing and Business Development, is the corporate leader of Hoosier Energy's economic development program. Mike knows the Economic Development Department very well because he managed it for many years.

During the department's formative years, Mike's leadership earned it substantial respect from peers and generated remarkable success. Among other achievements, Mike created a database of economic development sites within our member systems' service territories. He helped many of our largest customers build new plants and expand their businesses.

Mike brings his experience with and understanding of transportation issues to the team. His career includes service as an economic development project manager at Conrail, a project manager at the Transportation Institute of the Indiana University School of Business, and director of the Indiana Transportation Planning Office.

Mike also remains active in rural economic development. He belongs to several professional organizations and has served on the boards of the Indiana Rural Development Council (IRDC), the Southern Indiana Rural Development Project (SIRDP), and the National Rural Economic Development Association (NREDA).

Mike earned his bachelor's and master's degrees from Indiana University.

Chuck Martindale
Chuck Martindale, Manager of Key Accounts and Economic Development, directs Hoosier Energy’s economic development and key accounts initiatives.

Chuck specializes in site development and overall management of projects. He has an extensive background in economic and community development financing, having worked with Indiana communities and in state government for nearly 30 years. He has helped numerous companies locate and expand in Indiana. Chuck worked for the Indiana Department of Commerce for 15 years in various capacities including Deputy Executive Director and Deputy Director of the Development Finance Division. He also served as Chairman of the State’s Urban Enterprise Zone Board and President of the Indiana Small Business Development Corporation. He has worked extensively with local economic and community development organizations in Hoosier Energy’s territory on business attraction and retention projects as well as community infrastructure projects.

Chuck earned his bachelor’s and master’s degrees from the Indiana University School of Business.

Harold Gutzwiller
Harold Gutzwiller brings over a dozen years experience working for local economic development organizations (LEDOs) to the Hoosier Energy’s Economic Development team. During his tenure as a LEDO director he assisted communities attract over 6,000 jobs and 650 million dollars of new investment. Harold has experience working with a full array of economic development tools and incentives, and currently serves on the Advisory Board of the Central Indiana Small Business Development Center, Board of Directors for Premier Capital Corporation and is past president of the Indiana Economic Development Association.

Harold also has over a decade of experience working for the federal government in southern Indiana where he work with communities, businesses and residents on a variety of issues involving the economic vitality and quality of life in this region of the State.

Harold earned his bachelor’s degree and master of public administration from Indiana State University.

Jeff Quyle
Jeff Quyle has worked for rural electric cooperatives in Indiana for 17 years in the fields of strategic studies and government relations in addition to his economic development experience while working in the Indiana Department of Commerce.

Jeff has also served in local government and is past president of a local economic development organization, bringing an understanding of how to approach communities for economic development projects. He served as a founding member of the board for the Indiana Rural Development Council.

He earned a bachelor’s degree from Wittenberg University and Masters degrees from Indiana University and the University of Kent at Canterbury.

Randy Haymaker
Randy Haymaker, Director of Public Affairs, advises Hoosier Energy's President and CEO on public policy issues and legislative matters. He also contributes substantial experience and resources to Hoosier Energy's economic development efforts.

A specialist in rural and agricultural development, Randy has served as director of the Mooresville Economic Development Commission, deputy finance director of the Indiana Department of Commerce, and rural development coordinator for Hoosier Energy.

Randy is past president of the Indiana Economic Development Association. A graduate of Purdue University, Randy generously donates significant time and his leadership to his alma mater.

Barbara Houston
Barbara Houston is Division Secretary for the Marketing and Business Development Division of Hoosier Energy. She was formally Administrative Assistant in Bloomington for four years. Before joining Hoosier Energy in 2002, she worked as an office assistant in the IS department for Valencia Community College in Orlando, Florida.
